A Lokpal who is going to look after corruption in every area of life in our country,(except of course, NGOs) going to need hunreds of peons who can amass 3 crores each.

I think you are mistaken here, the news report says that the peon works in the [i][b]Ujjain Muncipal corporation, not the Lokayukta's office[/b][/i]
I would also like to note something about the more fundamental question "The Lokpal will employ a lot of public servants, won't these people also cause corruption?"
Firstly, in the very long term, I also believe bureaucratic regulation, and the State itself, must wither away but this doesn't come under the scope of the current debate regarding Lokpal.
Now, if bureaucracy is here to stay and we want a healthy soicety the we need to accpet three facts
>corruption has become inherent and intricately entwined within the work culture of almost all current Public offices
>There is no non-bureaucratic solution to this crisis
>Not all public servents [i]have[/i] to be corrupt
If appropriate mechanism and system is put in place in a new structure, like the Lokpal, there are enough reasons to believe it wouldn't be dysfunctionally corrput like most of the bureaucratic offices today.
Apologies...yes the peon was in the corporation. Lack of diligence on my part.
However, my point was that wherever there is bureaucracy,there can be corruption and this will roughly be in the same proportion of honest:corrupt as in the general public. So the solution is to have less bureaucratic discretion not more. Online payment of charges, online grant of permits etc as possible is the way to go.
